Don't think they get cheap car insurance but they can get a parking badge and disability living allowance, how much depends on the severity of the disability.

Yes and no If you get the higher rate of disability benefit then you can get a car, you don't have to be the driver, it could be a partner who drives the car for you, everything except petrol, and oil is covered, so yes they pay for the insurance and road tax, but you loose about £160,00 of your benefit to pay towards this, and in some cases you have to make a non returnable down payment on the Car which could be a couple of hundred pounds, or a lot more depending on what car you have.

No, disabled people do not get cheaper car insurance or any other benefits. And if you live on social security disability, you are lucky if you can pay your rent. You also get medicare. If your social security is low enough you might also qualify for medicaid. If you become disabled, you basically subsist unless you have a family who can help you financially.

Dependant upon the nature of disability there are a number of benefits and schemes available to a disabled driver.
If you obtain higher rate mobility allowance then you can apply for the motability scheme which works in partnership with local garages to obtain a car which is suitable for your needs.
You will be required to take an assessment test to acsertain what adaptions you may require but once that is complete your motability allowance will pay for the car hire, the repairs and services, the tax etc and the money will be taken straight from your allowance before it enters your bank account.
Lower rate mobility will allow you to have a blue badge for parking in disabled spaces.
You may also qualify for Disability Living Allowance again, based upon the severarity of your condition. If you are unable to work then incapacity benefit will apply.

(UK) Disability Living Allowance. If it includes the higher rate for mobility then you get free road tax. You can also apply for a blue badge (parking). You can use the mobility allowance to pay for an electric scooter. Or you can use the higher rate to get a brand new car on the motability scheme. They pay for your insurance, tax disc and any servicing or repairs (tyres etc). All you pay for is the petrol.
