Why I have to show my work permit in order to obtain Ohio Driver License or Ohio State ID?

I have SSN and I-485 pending case for green card. Why BMV ask to show them work permit? I can drive my car by pleasure,why is so important for them to know am I working or not?

It's the law. We run our country by laws. If you plan to stay, you should get used to it.
