The fluffy part is a wind sock, or wind screen. It's just foam that goes around an otherwise normal looking dymamic microphone, like a Shure SM58 or similar mic.

More than likely you are seeing windscreens on a microphone. Windscreens are usually made of foam and are placed over the microphone to filter ambient noise.
