Imperial competition caused tension among western powers. In fact, this competition was a factor (though not a major factor) in starting World War I in Europe.

It's not D because western countries tried to do the opposite - they undermined the power of local governments in order to obtain more influence in the region and instill their own laws and customs into society. These actions often had negative consequences for western powers. These actions caused the Boxer Rebellion (1899 - 1901) in China and other uprisings throughout colonized countries.

I'll go along with D. Obviously the pullout of Europeans in Africa and Asia has lead to strife, discord, and murderous regimes. Perhaps a hundred years from now these pullouts may look like the right thing to do. Right now they don't.

I would say that the answer is B... because the western powers competed over who got what land... and it wouldn't be D because the excerpt from your book says the exact opposite.
