In a roto league, the number of moves aren't as important as in H2H. In H2H, there is always some guy that "revolves" all his pitchers daily at the end of the season to try to get Wins and Ks (effectively negating the need to draft SPs). In roto, the more important setting is Max innings pitched.

To answer your question, I would allow unlimited moves in this type of league.
