This should be outlined by the students special education IEP and special needs teacher. If the child has a medical condition there should also be a medical waiver or statement. A regular Ed teacher makes their plan from this.

not sure of your ? but most schools have to provide physical education to everyone,including special ed.students.
Our school has an adaptive PE. coach that goes to all the schools to provide special classes for the students.
Most special ed students can participate along with the regular students.
