I found it funny that you named two states and a city!
Currently I live in California, and it certainly is expensive. If you are able to get a good job then that will compensate for the expense. And that is really why I'm here this where I could get a job that pays quite well and I can sock away money, but I will not retire here. Even though it is a beautiful state, there is just plain too many people!
One place I lived in for about 5 years is Tucson, and I would pick it over Phoenix mostly because Tucson tends to be about 10 degrees cooler then Phoenix. Even Tucson is pretty hot and takes some getting use, but I really liked it.
As for Texas. Most places I tend not to like, and the places I did like tend to have too much humidity for me. I have pretty much lived in low humidity all mylife and can't stand it.

That depends on where you are going to live in CA and TX (they're REALLY big states) Northern CA is nice with lots of pine trees. Southern CA can fall into the ocean. Too much crime, smog, and way too much "I drive a BMW so I'm better than you" attitude. I have visited Phoenix ( I lived near Flagstaff for 3 years) a lot. The traffic is not bad for the size of the city (they build new freeways as the population expands, I wish more cities had done this). It does get hot, but everywhere has air conditioning AND you can wear shorts in the winter. There is tons to do and places to go year round. Again, TX is a huge state, it depends on where you want to move. I have only been to the panhandle part of the state. It's flat. It gets hot just like Phoenix and they have snow and ice storms in the winter. If you move further south you have to deal with the humidity, thunder storms, and hurricanes.

Depends on what you want, but personally I prefer Phoenix, having lived in all three places. Texas is too humid and has way too many bugs like mosquitos. Plus the culture wasn't quite my style. California is just plain expensive and overcrowded, especially southern California. Phoenix is indeed hot from about April to September, but it is a dry heat and isn't nearly as bad as the humid heat in Houston or other places in Texas. Phoenix has plenty to do and is actually in a great location - 6 hours to San Diego, 4 hours to the beach in Mexico, and 2 hours from skiing in Flagstaff. It has plenty of outdoor-type activities too and it is less polluted than southern California. Plus, it is much less expensive than California, though Texas is generally cheaper than both.

Answer #2 summed it up perfectly.
I have lived in Az and CA, and visited Tx.
I like Houston, and San Antonio, but they have humid heat, which really saps your energy, and is uncomfortable.
CA is the best if you a lot of money for a house, but realistically, can you afford 400-500k for a house in the 'hood?
Which leaves ARIZONA....dry heat, so you can use a swamp cooler, which is cheaper than ac, lots of cool stuff nearby, lots of mexican chicks, what more could you want
