Singular seems to be the best because of role over minutes. Also the $9.95 add a line family plan.

the best service depends on what you are looking for. If you want games and stuff like that go with cingular. If you want videos and ringback tones go with verizon, if you want good call resception go with U.S. cellular. Sprint is out of the picture because they only have good phones but nothing else
