Lance Russell "The Voice of Memphis" is the longest running commentator in the history of wrestling. That said, the WWE (Vince), hasn't inducted Lance and has no plans to do so in the near future. Being that people outside of Memphis don't tend to know Lance and given that it could make for an awkward situation,(Why isn't Lance a member and when will it happen,) the WWE instead plans to go with Jimmy Hart.

Because Lance Russell ,who is one of the greatest announcers in the history of wrestling, is not well known outside of the south or to the younger wrestling fans which is a tragedy. That guy is awesome and most of Lawler's glory years occurred during the time when Lance Russell was announcing.

The main sentiment was there were too many non-WWF/E inductees and attendees already. A majority of the inductee's this year are from independent promotions in the 80's, and WWE realizes this, and adding Lance Russell to the mix would just be putting another 80's indy in the mix

Lance declined Jerry's invitation for personal reasons.
The decision was nothing to do with WWE, it was Lance's choice to decline.

I read that the wwe felt people wouldnt know who he really was and they were afarid that people would not take him seriously
