They keep tumbling until they reach some kind of obstruction such as a fence, building, wall, etc. They do not grow there because they are dead, I've seen piles of them as much as 7 or 8 feet high. When one stops and another hits it, they kinda stick together.

They wind up in sand dunes, or caught up against a rock, in which case they start to grow and make more tumbleweed.

They just roll along until they roll up against something and can't go any further.
