Because they are not mind readers and are not sure how much you need or want, so they tell you everything they can to make sure that you do have the information you need.
And maybe they are just chatterboxes.....like me.

Typically those are people that just like to talk a lot, or aren't quiet or shy by any chance.Perhaps, that explains it.
