I have the same issue, and yeah its because i have dark hair and being italian doesnt help much.
best way thats worked for me is waxing strips, it doesnt take long and it lasts for awhile plus you can do them at home.
I suggest trying sally hansens facial waxing kit.

One home solution is to use a depilatory designed for the face. The down side is that a depilatory can irritate the skin and it may smell a bit.
You can also bleach the hair if it is sparse and you have pale skin. Otherwise, you might end up w/ blond fuzz showing up against tan skin.
There are wax strips designed for home use. I don't recommend inexperienced people do this. It is important to take the strip off in the correct direction and you want it to work the first time. Practice may make perfect but you'll have red, blotchy skin.
You may want to have a professional do it a few times so you can see how it is done. I think Parissa wax strips are the best but my friend swears by Nads.
It's a good idea to have a soothing balm on hand for afterwards. Kiehl's Lip Balm #1 & Aquaphor Healing Ointment are good. You can apply a cold compress and then the balm to sooth the skin.
Your upper lip is sensitive and might be a little dry afterwards and these products are the best I've found.
Some people prefer hydrocortisone cream, Neosporin or aloe gel.
Note: people using Retin-A or Differin should not wax. These medications thin the skin and waxing could tear off top layers.
Do not shave. Stubble or 5 o'clock shadow on a woman is worse.

If there's not too much of it, do you really need to do anything? Most guys are OK about women with, for example, a slight moustache.
If you do decide you have to do something, then there isn't a simple answer.
Facial (and also body) hair on women comes about in the same way as on men because of
1) your body being sensitized, before you were even born, to testosterone -- doesn't happen to all girls, but does to many
2) your body producing high levels of testosterone
The growth rate and coarseness of the hair depends on just how much testosterone is circulating in your bloodstream.
Steer clear of bleaching -- when someone sees you against the light you'll look as if you have a glowing moustache and/or beard.
As far as removing it is concerned it's worth remembering that
* Waxing, plucking, threading, epilating all pull the hair out by the roots and where the growth is hormonally-driven can actually stimulate a dormant follicle into producing more hair quicker. They also distort the root if done repeatedly, leading to hair growing at strange angles. And you've got to let the hair grow to quite a length before you can repeat the exercise. It can also damage the skin and discolor it. Long-term use of waxing also causes bad wrinkles.
* Chemical depilatories strong enough to remove the hair are very likely to burn the skin, cause swelling and cause long-term discoloration of the skin.
* Laser is also liable to cause burning and discoloration and in any case only works effectively on a dark hair/light skin combinantion.
* Electrolysis is very liable to cause scarring and discoloration of the skin.
Which, like it or not, leaves shaving which does not damage the skin. Best done with a men's-style electric razor, the best of which, for women, are probably those from the men's range of Norelco razors (Philishave outside the US). Most women who try a men's Norelco wonder why nobody ever told them about it before.

There's a number of ways: waxing, tweezing, threading or bleaching.
Out of these I personally suggest threading or tweezing. Waxing is easier but it can cause problems. Initially you see an increase in your facial hair and it does become a pain. If you wax continuously and religiously your hair growth will decrease in a while, but tha takes its own time. Bleaching sin't really the best option, but I've seen alot of people do it because alongwith lightening your hair, it lightens your complexion aswell. But the hair growth increases. & if say you have only a few hair around your upperlip, you'll end up with a full grown moustache if you bleach or wax it.
Tweezing is a better option, but you ALWAYS have to be under direct sunlight in order to see your hair properly. At the end threading is the best thing you can do. The hair growth doesn't increase, plus it really leaves you feeling clean. Altho you have to learn how to do it to get good results.

1. bleach at home with jolen, wella or other bleaching creams
2. get a permanent hair removal , it cost less cumilatively......
