There's no rules against the penalty taker stuttering at all, as long as he directly kicks the ball although he can't get another touch on the ball till another players had it! I know the offside rule too !!!!!

Yes he can. Any player can pause or stutter step during the penalty kick, although, if you take too much time, you be given a yellow card for delay of game. If the player kicks the ball though, another player must touch it before the taker can kick it again, similar to the throw in rule

There's nothing on it in the official rules... it just means the goalkeeper's gotta keep her head on her shoulders and not give anything away. :)
