To get the HM streagth, go to Fushia city and into the safari zone. Right before you get to the secret house you'll find an item. Pick it up and get the warrens gold teeth. Get the Hm surf and head out of the safari zone. Head to the warrens house (its below the safari zone) and he'll give you the HM streagth. Teach it to a field pokemon and you can snatch the rare candy in his house.

In safarin city you will come across a house with a old man who cant talk. give him gold teeth and hill give you streangth. and by the way streangth is a HM not a TM you can find the gold teeth in one of those cabins in the safari zone.
