Again look for the word hadaka - which means "naked" but they actually wear a fundoshi - a loincloth like a sumo wrestlers.
The Dairokuten-no-Hadaka that I went to was in YotsuKaido at Musubi Shrine (ask for directions at the Koban). Yotsukaido is about two stops from Chiba going towards Narita. This year the festival was Sunday Feb. 25th but the date might not be fixed. It might be the last sunday in February.

Saidaiji in Okayama has a one of the largest with 10,000 particpiants sometime in early to mid February.

Furukawa supposedely has the oldest Hadaka Matsuri which takes place April 19th and 20th. Furukawa is central Honshu near Takayama. Take a shinkansen to Nagoya and Takayama JR Line to Takayama (2 hours or so) then a 15 minute train to Furukawa.
Just learned about another here on my trip to Nagoya:
Konomiya Hadaka Matsuri which takes place the 13th day of the lunar calendar in Inazawa (this year March 2nd) - just 15 minutes from Nagoya on the way to Gifu at Konomiya station

Yes, even though it's called HADAKA (naked) FESTIVAL, nobody is naked. In fact , women usually participate in them too these days. The men wear fundoushi, and the women are pretty fully covered too.
The best one I've been to is in Oohara, Chiba Prefecture. It is not a HUGE affair, but big enough that it mystifies you, but you can still really get in and see what's going on. Part of it takes place on the beach, running into the water, dancing, drinking and marching through the streets ALL night, and food and trats, and games, and lots of new friends to make!
