Not necessarily because I have seen short people with big feet. However, your body usually is in proportion from one part to the next meaning the taller people do usually tend to have bigger feet. Did you know that the length from your wrist to your elbow is the length of your foot?

Most of the time, yes. Evolution seems to be indicate that symmetry is something desired by the female when she chooses were mate (and vice versa but males are less picky since they just want to pass on their genes). Therefore, a person with disproportionate feet and legs would be less likely to pass on his genes and, as a result, there would be less of those people.

this isn't a scientific answer, but my mom is 6" and she wears a size 2, so I don't think it matters
