First, you need essential oils of your choice (some good ones for perfume are jasmine, rose, sandalwood, patchouli, etc.). You can find them at your local health food store or online. Next, grab an empty perfume vial (they also sell pre-empty ones at beauty supply stores) and put your base in it (that would be safflower oil- this gives the essential oils something to be diluted in). Next, add the essential oils in to your taste (or smell as it were), and mix well and gently. It's easier to start small and add more. Or use only one type of essential oil for a one-note perfume.
