In a blocking foul you are attempting to get into position to take a charge, but you are too late or you are attempting to take a charge in the neutral area under the basket which is called by the refs as a blocking foul.

A charge is when you get set in time in front of a player as they drive to the basket and you don't move your feet while they run into you or run you over. That is called a charge.

Depends on if the defending player is considered to be far enough away from the basket and has position when the players collide. If he does, it's a charge; if not. it's a block.
