The best way to remove wallpaper is DIF. Not the new fangled sprays, but the good old-fashioned dilutable. It is best if you can get the top layer of wallpaper off, the impermeable layer. Then mix the DIF w/ water as hot as you can stand. The hotter the water, the faster and better it works. Use a sponge to wet small areas at a time and scrape w/ a putty knife. Piece of cake.
Steamers will soften the joints in the drywall and cause too much damage. Do not use a steamer.
I have also heard that white vinegar works well, used the same way as DIF. Have never tried it, so don't know. Vinegar will have an odor too it, a strong one. DIF does not.

Assuming the drywall underneath is painted --
score the paper -- especially important if it is that waterproof vinyl stuff -- you can buy the scorer from the paint store -- it rolls around and cuts little marks into the paper.
Then mix in a spray bottle about 1 or 2 parts liquid fabric softener and 6 or 7 parts water -- yes really !!
Spray it on and scrape away -- smells nice and works like a charm.

I have tried all those fancy rental tools to pierce the paper and to steam it and most were a big ineffective mess. The easiest I have done is to get a small garden spray with warm water and about 1/2 cup of fabric softener per gallon of water. Spray the wall and wait a few minutes and then scrape off with a broad bladeplastic scraper. Work in small segments of the wall at a time. very quick and easy.

Start at an edge, I start at the top edge. Spray with warm soapy water, let soak and start to peal.
Pull it gently down as far as it will go and then spray again to make to glue let loose.
I have pulled wallpaper off Many many times in full sheets.
The scoring is a pain and I have always found this method quite successful. Do not try to rip it off if it is stuck, make sure you spray it let it soak and pull again. You can rip off the top paper layer of the dry wall if you aren't careful.
I have done it a couple of times and it looks rough even through the new wall paper and it will show if you paint.
Have fun and do not rush.

If there is a local Walmart they sell a product called DIF, this works wonders. You spray it on leave for about 10-15 min. and it will come off in big pieces.

Vinegar and water works miracles!! It still takes awhile but you will be able to pull it of in big sections! Get a big sponge and just start applying it to the wall and get it as wet as possible. Also if it the plastic kind you will probably need to get a scourer! Good luck it takes awhile!!

There are things to put on it to loosen it(see a paint or hardware store), But the most effective way is to rent a steamer.Good luck.
