Why does my 90 cavalier idle roughly until the rpms are up then smooth out until i get the pedal down?

there is a "zone" in the throttle where the engine purrs, but,push down too far and it cuts out. when cold it idles rough, after driving it idles smooth, but, quite fast.

At same time it could be easy as fuel filter clogged up

It sounds like the cold running enrichment valve/automatic choke is not functioning properly. Fouled spark plugs or faulty high voltage ignition wiring can also contribute to the problem.
