A bulleted list is most appropriate here:
-a tyrant is uninterested in any political ideas but his own
-a tyrant is paranoid of any loss of his/her own power
-a tyrant is a megalomaniac or classic narcissist, their entire nation's history revolves around their person
-a tyrant uses force as the primary means of maintaining social order
-a tyrant's ends always justify his/her means
-a tyrant is a sadist, enjoying the pain of others
-a tyrant overreacts to any loss of face, often in very childish ways
-a tyrant spreads fear for political purposes and/or for fun
-a tyrant is very concerned about their image and about how they will be remembered in history
-a tyrant does not care about the lives of anyone but his own and is willing to sacrifice his subjects for seemingly inconsequential goals
-a tyrant is a sociopath, who can always be expected to tear down or impede symbiotic social networks
-a tyrant is also a psychopath, led by delusions of his own brilliance, always overlooking evidence that he/she finds dissatisfactory, i.e. maintains willful ignorance
-a tyrant is a jerk, an inconsiderate mean person, who cannot engage in any genuine social interaction, i.e. cannot have actual friends
-a tyrant surrounds himself with yes-men, charlatans, and sycophants and frequently kills the messenger
-a tyrant can be very effective for a time, i.e. ghengis khan, Hitler, but whatever they create for their nation will eventually collapse
Avoid these people wherever you find them. They can be managers of stores as easily as rulers of nations.

You and the idiots answering this question are implying that Bush is a tyrant, yet somehow feel safe enough to answer in a way critical to him without fear of reprisal. Yep, sounds like a tyrant to me.

Misuse of Power
Insistence that all oversight is unnecessary/unpatriotic
Appoint close cronies without qualifications solely on the basis of their loyalty
