I would say that Grasse, in the south of France, is the capital of perfumery. This is where the extraction by steam distillation of the gorgeous rose essence first started centuries ago and where the first renowed perfume companies were created. Guerlain - the only big brand that still makes perfume from natural essences - is still buying its rose essence over there.

Grasse, in France - depending on the era, the city changes, but currently many perfume companies make their premiers at Paris. In the past, Grasse was famous for its use of enflourage.
"Grasse is the center of the French perfume industry and is known as the world's perfume capital (la capitale mondiale des parfums). It produces over two-thirds of France's natural aromas (for perfume and for food flavourings). This industry turns over more than 600 million euros a year."
