That is all the instructions I was given. Is there anyone that can help me understand what I should do.

I'm going to presume that you have FTP software an dare connected to your webspace.

There's should be a command in your ftp spoftware to 'create new folder' or 'create remote directory' - probably under file.

then rename it public_html - it's as easy as that - orjsut put your local site into a folder called public_html and upload that.

It depends.
Let's say your site is called http://www.mysite.com
Then create a file in no folder called "test.html"
Then try if it works with http://www.mysite.com/test.html
If it doesn't, create a folder public_html and retry
If the folder name isn't public_html, it's probably www
