You have a point. There's a saying in spanish that says "El hombre llega hasta donde la mujer quiere" or "the man will go as far as the women wants" which I believe in most cases to be true. This is not regarding any kind of sexual abuse or rape, this is specifically speaking voluntary sex.

Probably the same reason that if a man is naked in public he will be arrested, but a woman will get a modeling job (assuming they are equally complimentary to ther genders).

it is the act of considered negatives, Nobody ever said "turn on the dark" or "please shut that on". Most consider the female parts incapable of being pulled out so keeping it in is expected. If you consider Rape, the woman needs not even be awake.
