It takes a lot of practice until you can put on liquid eyeliner correctly. It'll just take practice. When I first started putting it on, I would close one eye and lightly pull on my lid and take the liquid eyeliner and line as close to the eyelash line as possible. Your hand will be shaky at first, but with a little practice, you'll get better. Good luck.

what I like to do is draw a faint line from corner to corner (with the outside corner slightly lifted up - not too much though) with a pencil first. Then trace it with the liquid liner. When you're holding the liner brush, don't put a lot of pressure on the inside corner of your eye, then gradually press the brush down for a more dramatic effect. Hope you have a steady hand - that's what took practice for me. I also hold the outside corner of my eye, well not quite my eye, kinda between the eye and hairline and slightly pull it towards your hairline so your eye isn't quite closed. It'll take some practice but you'll get the hang of it!
PS - I couldn't open the link to the site you included....not sure why.
