Being that the 1960's in not in the question.
I would say the 70's. The emergence of reggae, with
the likes of Bob Marley and Peter Macintosh.
The combination of Blues and Soul by the Likes of
Eric Clapton, B.B. King, Jeff Beck, Rod Stewart to
name a few.
The elegance and raw energy of funk with such heavy-weights
as "Bootsy Collins", George Clinton, Rick James, Chic, and the "King of all Funk", Prince. With the dis-illisionment and lack of faith in the establishment, Punk Rock enter the fold.
Such acts the reveled in the deprivity of Sex, the breakdown
of the infastructure, family, religion. Bands like the "Sex Pistols"," Dead Kennedy's", "The Clash".
As well as artist that you couldn't categorize such as"Elvis Costello", "Bruce Springsteen and The E-Street Band"," David Bowie", "Alice Cooper,"Queen.
Music, in that time had a distinctive Souther Flavor as well.
"The Allman Brothers," Lynard Skynard", " The Charlie Daniels Band. They spoke of the rise of the South. The pride of the heritage that is their legacy, and the joys of women.
The 1970's may have not always had the greatest music.
But, no other decade offer a more varied and distinct variables of music. The 70's are long gone but it music
will reside in our hearts forever.
