I don't know for sure but I can list tattoo shops that MAY do something like that. Even if they don't offer a discount they still rule in the ink slingin' department:

in providence, ri there was a 10$ 6/6/06 special. about ten different tattoos for 10$. satanic hello kitty complete with horns and 666 on its forhead on my ***. oh yeah.
