It really depends almost entirely on the doctor... some refuse to do elective tubals until after multiple kids or a certain age (usually 30ish), others will do them when you are quite young. In my past experience, most of them won't give a tubal to a 20 year old, but the fact that you've got three kids might work in your favor.

Your best bet is to start by talking to your OBGYN. If you are having a C-section, they can perform the tubal simultaneously so you don't need a second incision. But since that's coming up in just a few days (good luck btw) the doc may not go for it. If the doctor says something like "No, you're too young" you are well within your rights to seek a second opinion.

I attach a link to a livejournal community that has a lot of good info about the various sterilization procedures you can pursue, including (for some areas) links to sterilization-friendly docs.

I don't know what Dr requirements are but I can tell you this. I had 3 kids by the age 20. My husband and I both thought we were done. I got to the age of 30 and wanted more children, we had 2 more. Have you ever considered getting an IUD?? Just a few thoughts from someone who has been there.
