Whenever a large amount of water is displaced in a short period of time. Generally an earthquake or avalanche and usually underwater.

It mostly depends on the pull of the moon.. thats how tides form.. and Tsunami's.. I dont know how they get all that momentum.. but it starts off with the moons gravity.
