I am 34 and have worked for 20 of those years. I have seen lazy free loaders everywhere. The best cure is documentation. There is nothing like a paper trail to get your point across to the boss. Qualify and quantify. Numbers, dates on percentages will get the boss' attention! Make sure that you politely voice your displeasure to the lazy individual first. This is a sliding rule judgment. Some people are not aware of their offenses and just need a polite wake up call. For the institutionally lazy, however, the a fore mentioned cure is tried and true.

I used to slack off always...and here is how, I would go into the bathroom and sit on the toilet and have a 10 minute break and use going to the bathroom as an excuse.
