You seriously want to limit reproduction in a Western nation to replacement level or even below? For Gozer's sake, why? We're already being vastly outbred by the non-Western civilizations, there's no reason to speed up our collapse. Just enjoy the humanist ideals of the Enlightenment while they last, and get ready for whatever comes next.

No. If a country does want to control (either increase or decrease) population, it should provide incentives, not punishments. For example, in Japan, declining birth rates have led the government to offer highly significant tax breaks for raising children. Similarly, a country might take away tax deductions for children if they want to limit population growth. But imposing mandatory limits would violate some people's religion, morals, personal ethics, and their free choice.

what's your problem? don't you know that the population is not replacing itself? without pop. growth you would have economic stagnation. That's why you are forced to bring in the immigrants you hate...cause many women don't want to bear children
