I don't plan to cut back, but that's because my husband and I have some savings, and regularly contribute to our savings. If our income were to decline, we might spend less. If the price of goods we use were to go up, we might use less (and spend about the same). But a pre-emptive shopping restriction is just the kind of thing that messes up the economy.

Why would I "cut back" on my spending? The economy is a very personal matter. For instance, right now the mortgage industry is having serious problems, with people getting foreclosed and filing bankruptcy. If you are a mortgage broker or work for a mortgage lender, you may be inclined to "cut back". But, what if you are a bankruptcy or foreclosure attorney? Times are great.

Also, the economy is going gangbusters, so why would the average person feel the need to adjust their lifestyles?
