Invite them both. Spend time with both of them, individually. Try not to let either of them feel left out. Don't try to force them into being friends though. If one of them tries the 'I'm not coming if the other one is' routine, tell them you're sorry they won't be joining the party. Then enjoy your party. Happy Birthday.

You don't invite either of them if you want to avoid awkwardness or pissing either of them off. You tell them both individually the situation and explain that you can't choose one over the other. They'll both probably try to tell you that they won't care and won't talk to them at the party, but things always happen at parties when people who hate eachother are in the same room. It'll suck at first, but you'll realize you made the right mature decision for everyone.

Talk to both of them about the issue... If the party is particularly big, then usually when people hate each other they gravitate away. They won't see each other that often. Now, if it is a small party, then you need to either try to get them to settle their issues or don't invite them.

You know what, invite them both to the party and then try to buy two cards and give one of your friend a gift and tell her that your other friend gave a card for you and said sorry for hating. Do the same thing to your other friend. Believe me, it will surely worked out and then you'll become a best friend of them.

Get both of them face to face and tell both that each has been invited and you want both of them to attend and act civil towards each other. It wouldn't be a party without each of them there and hope that they'll come behaving themselves. Ask them if they can put aside their differences for the sake of your party and then let happen what may happen. I hope it works out for you.

You explain to your friends that it's your party and if they're your friend they will both be there and they will get over themselves. I've been in the same situation before and whichever friend decides to be stupid and immature can take a hike for the night. People need to grow up. If they're your real friends, they'll both be there and not ruin your party.
