The least effective physical property in identifying a mineral would be color because minor impurities in a mineral can cause wide variations in color.

The most effective... that's a tough one. I'd go with hardness, because knowing the hardness of a mineral can tell you a lot about what kind of mineral you definately are not dealing with - then you can use other properties (cleavage/fracture tendency, luster, streak, etc) to narrow it down even further.

Density is a pretty good measure if you have the equipment. Color is generally the worst property.
