You find them randomly or you can buy them from shops owned by other neopians

1 dubloon- 6k
2 dubloon - 12k
5 Dubloon- 20k
10 Dubloon- 40k
20 Dubloon- 55k

it depends where you are and what your doing some times you could get one while doing a quest or something. but if you really want one go to the action house and buy them.... oh and they don't come cheap
