I think it's more an issue of self-esteem. Societly is constantly telling women to be richer, thinner, etc. and that they aren't okay just as they are. Men have these same issues when it comes to things like baldness, being short, etc.

It refers more to political and social empowerment than anything else. It is about putting them above men in society. Affirmative Action is one way of doing that. It iskind of how the whites were "empowered" just before the Civil War, only with women instead.

An empowered person is one who has control of the decisions which impact his/her life. The same applies to a group. Empowering marginalized people is merely working toward helping the marginalized people gain the kind of control of their lives that the rest of us enjoy. To get it, they have to do it for themselves - albeit with external help for a while.
Empowerment often addresses members of groups that social discrimination processes have excluded from decision-making processes through - for example - discrimination based on race, ethnicity, religion, gender. It is worth noting that the empowerment-techniques are often associated with feminism: consciousness-raising.

Helping anyone to be empowered is to help them discover a sense of "self". That they matter in this world and their opinions matter; that they make a difference.
Teach them their inner strengths; teach them to be courageous; teach them that their talents matter; that they exist in this world for a reason; teach them self-respect; self-esteem; self-confidence.
To stand on their own; that they don't need ot be taken care of... Self-love comes first, then they can attract others of the similar character.
If they can't love themselves, they set themselves up for bad relationships. Not only women, but also men.
The desire to love and be loved should be a bonus, not a neccessity.

it means to teach them, to give them the knowledge to be able to do for themselves, to not become co-dependent. Women need to know that there is anything they can do and many things they don't have to put up with. Show a woman the way, and let her become part of the solution to a problem.
