Thats no problem at all, and should only run you maybe $110 a month. $40 for a gym membership and $70 for bags of whey protien that you will need to be drinking all the time.
You need to get on a very intensive, high weight low rep program or look around for the "5 X 5" program it worked wonders for me, gained 10 pounds in the past 2 months. Don't do a lot cardio, just once or twice a week and only walk or do a casual jog. Just eat and eat, meat, veggies, fruits, all the good stuff. Plenty of carbohydrates and calories. You need to be eating for the weigth you are trying to achieve, you body needs the energy to build the muscles. Thats pretty much all there is. But you should really have started this program in the fall, the spring is the time to be cutting weight to get ready for summer. This is my last week of mass building, then its back to the swimming pool and circuit training for me.

Join the Marine Corps. That worked for me 40 years ago.
I weighed 142 pounds and 6'1" when I graduated high school.
Joined the Marines in February, went to boot camp,
infantry training, and came home on my first leave at 178 pounds.
Otherwise, eat right, exercise/work out to build muscle mass.

You are a teenager. Many teenagers are thin, but they put on weight automatically as they grow older. This is because teenagers have a very high metabolic rate and burn calories fast. christ your a bit thin,
if i was you i,d eat 3 big meals a day, you need to eat more calories a day then you burn and you,ll get bigger that way, but to speed it up i,d do weight training, no need to do aerobics as that burns fat, you obviously need a bit of fat in you. i,m 5ft 10 and 220lbs ( i,m not fat), 15 years ago i was 140lbs, i ate well, healthy food, plenty of white meat, rice.
lots of weight training, preferably 3 times a week.
dont just eeat junk fatty foods as tho this will build you up, it will make your body look bad

i had the same problem except i was a bit shorter. you need to get proactive, eat 5 times a day, high protein meals and hit the gym. don't worry about what others may be thinking in the gym just go for you and i've seem many skinny guys in the gym trying to bulk up. that what i did, i use to be 5'10 140lbs and now i'm 5'10, 170lbs. all happened in less than a year.

carbo- load and buy a weight gainer at GNC and some whey protein and work out, its worked for me, the most weight comes from fat being turned to muscle i know this cause i lift weights all the time, i gained 20 lbs, but i was leaner because it was muscle

loads of chicken and rice, potatoes a bowl of rice pudding with a bottle of old style ale just before you go to bed and a weight lifting session when you wake up
