February is a sweeps month, so the networks roll out all their good stuff then, and save some as much as they can for the next sweeps in May. In addition, as others have said, they'd rather not compete with basketball. This is why you get a lot of reruns during March & April.

And robert_r, you don't have a clue what you are talking about. Cable companies cannot replace programming on the networks they carry with arbitrary reruns. And, the agency that regulates TV is the "FCC", not FCA, and it doesn't control local cable rates nor the rates TV shows charge for commercials.

No matter how you slice things, there are always going to be reruns and pre-emptions during the regular season (September - May). Most shows film 22 episodes per season, so even leaving out 13 weeks of summer, that's still 17 weeks to fill. That's why they've gone to the premiere in January formula for 24, and why they did something similar on Lost this season.

Shows always go into reruns during March. March Madness is going on so the other shows don't compete with it. Sweeps month is coming up in April and all your favorties shows should be new!

yOU MUST HAVE CABLE! You'll notice that everytime cable companies want to raise their prices or make more channels cost more, they start doing reruns for days, usually three in a row. They team up with the broadcasting companies to get the FCA to allow increases in rates. In a nut shell it's all about profit.
