Which film is this?

I don't remember alot but it's quite old, it's a color film and was made before 1998 which is when I watched it I think.
It was about this undercover cop who became friends with the guy who he was supposed to be tracking and they became friends but he remained a cop he developed a liking to one of his friends or sister I don't remember and I remember a dialogue.

Her: [looking at his model cop car] You're a ******* cop.
and then after some more dialogue he said

Him: I did it for us.
Her: Us? There is no us.

Then the undercover and the criminal had a shootout I think on a rooftop and the cop wins.
