Stop putting eyeliner on your dog. She isn't old enough to wear makeup.

You need a special enzymatic cleaner for pet stains. Get Nature's Miracle at Petsmart or Petco or order online. Its the only thing that works because it breaks down the urine crystals and eats them. Everything else is just a cover up. This product leaves no scent of its own or damages carpets.

There's a product out called "SPOT SHOT" carpet stain remover. You can get it at the grocery or hardware store in the soap/cleaning product isle. I had TAR in my carpet for 4 yrs and couldn't remove until I tried this. Spray and wipe,no smudges, instantly removes anyything! Just be sure to rinse good with cold water.

After testing for colorfastness try using Krud Kutter. It cleans everything.

The real issues though is why are you letting your dog wear eyeliner? :)
