This is for my physics class. I think that it stabilizes the balloon when it propels it self in the air, but I am not sure.. Any thoughts?

If you assume that the balloon has a top and that it needs to go straight up or down the streamer could act as a stabilizing anchor, like a drag to hold it straight. Other wise maybe it's used for visibility.
