China, because it is selling CO2 credits to European countries even when China has no limit on CO2.

The Kyoto treaty is a welfare program for 3rd world countries. It closes "clean" factories in countries with good enviromental laws(U.S.) and creates new "dirty" factories in countries with bad pollution records(China).

Such nations as China, Korea and India. They will not have to meet the same stringent requirements which 'developed' nations must meet themselves. So even though developed nations will pollute less, those nations which are labeled underdeveloped shall more than make up for this shortfall. See where I'm heading with this?...

Developing countries which are still allowed to pollute all they want without any cost or restriction get less competition (and more outsourced business) from the developed countries which do go under the treaty and have extra costs and restrictions.

---will pollution really be any less if people just move all their factories from their country to China?
