A good place to look is Wikipedia. Basically, you can edit existing pages and add ariticles to stubs. From scratch? Not so clear.
Wiki has been taking so much heat lately about the quality of its offerings that the rules are getting tougher.

You need to be registered.
You need to understand wiki words. Wiki words are words that don't make sense, i.e. aren't real words - they automatically become linkable.
Search wiki for how to use wiki;)
