The CIA is the most competent and terrifying organization in the world. The Taliban is not.
Bin Ladin took the blame for the 9/11 event. The last thing that the CIA wants is a thorough, complete, and public investigation of this government alleged "conspiracy theory". There is still no complete and accurate official explanation for the collapse of three buildings at the NYC WTC. Without the use of carefully placed explosives, the physical explanation for the collapse eludes even the most erudite physicists.

The CIA is the most inept. Just looking at a map I can see that Bin Laden would spend most of his time in Turkmenistan. They are to busy getting their secret agenda that they would not care where anyone might actually be or where they might actually go. The foreigners in other countries probably already know that the CIA will not let them get the reward because they will charge fees for protection and if not the CIA will sell the informant out to the world and pay later.

What makes you think that Bin Laden is still alive, and if he were by some chance, what makes you think that a poppy farmer could get anywhere near him?
You think you got the answer? Why don't you head for the Afghanistan/Pakistan Border and collect the reward yourself? You wouldn't have to wait for the Springer Show You could take Rosie O'Donnell along disguised as your camel.

If Bin Laden is where they think he is, the farmers don't have any contact with him because he is in mountains where few non-loyal people even get a glimpse of someone who knew someone who had contact with him, and he probably moved since the contact.
Of course, the $25M has to cover being killed by loyalists after turning in BL, you would have to be comfortable going some place you knew little about where you hid under a new identity. And when you spent the money, the tax people would want to know about your "conspicuous lifestyle" perhaps revealing your background.

It's no paradox, $25M is nothing compared to the funds available to the Taliban. And besides, the money does you no good if you and your family are dead.

Interesting idea. I thought the reward for OBL was 50 million? Anyway.. the Taliban could care less about OBL or Al Qaeda. Read KSM's testimony and see what he has to say about it (it's quite interesting).

from what I have heard, the current herion stock from Afghanistan is the best in years, and, is the easiest to come by, too. Hell, just walking down the street in DC in broad daylight 2 blocks from the white house last week I was solicited by a dealer...
