I have a border collie and have had 2 before her. None of them ever dug holes because they had plenty of mental stimulation. Border collies are highly intellligent and need loads more stimulation than most other dogs. They need toys, and loads of them to keep them busy during the day. I also have a kong which i put peanut butter in and give to her in the morning, she will focus on this for a while, until all the peanut butter is gone. In the summer, i also freeze beef stock in it and that keeps her attention for a good solid few hours until she has all the beef stock out. You cn also get treat balls, which they push with their nose and treats come out.
With a previous dog, i tied a pull rope with a kong on the end to a tree and she used to amuse herself by playing tug of war by herself when i was at work.
In the meantime, she is probably enjoying herself so much when she digs so you need to discourage her from this. Watch her and catch her in the act, let her know you are cross - they love to please and will usually stop once reprimanded. Reward her when she is outside and hasn't dug, then she will associate the good behaviour with a treat.
Load up on the stimuating toys and she should stop the digging.

I have a puppy (sheppard/border collie) who has discovered earth under all that snow. when I was young we had a digger that was ruining my dad's yard. He filled the hole with water & held the dogs head in it. That's too mean of a way for me to try. Someone told my hub to clip one of the dog's toenails short so it bleeds.supposedly it will hurt too much to dig. I'm not gonna do that either. I thought I would just give her a spot in the yard (big sandbox my kids have outgrown) & she can dig to china if she so desires. will just take time to teach her she can only dig there.

A job!! Borders were bred to herd animals, so your best bet if you don't live on a farm is to join an agility group or other active dog club and get that dog busy, the more the better!

Lots and lots and lots of exercise and interaction. Odds are he's bored. Border Collies are smart and need something to keep them busy...

I heard that if you bury a full blown balloon in the last place your dog was digging..if its not deep enough make it deeper because it is worth a try. Cover it (bury it) I would imagine that it will frighten the dog and make him stop. NO JOKE

2. When filling the hole back up, bury some of the dog's poop in it. It works!

3. if it is hot. Make sure they have a cool place to lie.
