If your ISP has provided you with a "offline IP adress" you can ban certain computers or laptops with that pages' network settings. Otherwise, you can give your wireless connection a WEP or WPA passcode or hex key, and give that code to the people you want in your wireless connection.

IP adresses look something like this
125.86.33.2.1

You could look through your personal documents for an IP like this where you can control the above.

Hope you find this helpful...

Usually yes but it depends on the abilities of you wifi router. You will need to know the mac address of the laptop's wifi interface that you want to ban (but know that wifi cards can change their mac address if the user knows enough about computers to do it)

No.

You can, however, set a WEP encryption password on the router. Then, all machines connecting must provide the password.

My netgear wr614 router allows you to specify which mac addresses you want allow connection. Next to wap it's the best security measure you can take.
