It is in East Africa. Whether it is safe or not depends on exactly what you will be doing there, how you will be getting there and how you will be getting out.
East Africa is generally a high risk area in terms of terrorist attacks on westerners and terrorist attack is possible anywhere at anytime.
The capital city is relatively safe to walk around during the daytime, as long as you don't keep valuables on you and remain on guard for petty criminals. It is a muslim country so dress conservatively when around town (though full veil for women isn't required). At night time the city is less safe, don't walk around alone.
You should avoid travelling outside of the capital city due to risk of bandits, avoid travelling anywhere after dark.
Rail travel in Djibouti is dangerous. The rail system is frequently attacked and it should probably be avoided.
In other words ,if you enter the country by air, remain within the capital city and stay in your hotel at night, then Djibouti is a great place to go.

Djibouti is located in the eastern side of Africa. It borders Eritrea and Ethiopia on the north and west respectively. Somalia on its south. If you are in search of something weird or strangely seductive, little- visited Djibouti is the place.
Its geography says it all: the country consists of the port and town of Djibouti and an enclave of barren, but topographically dramatic, semi-desert hinterland that offer scenery unparalled elsewhere in the world.

Yes. It is safe to travel backpacked to Djibouti. Normally the backpackers come thru Ethopia and Eritrea. There are frequent flights from Cairo and Khartoum to Addis Ababa.
But before you travel please check on visa requirements with Djibouti Consulates in your country..
