Approximately any time before the 5 days before ovulation and anytime after the 2 days after ovulation. But since ovulation can vary greatly month to month it is impossible to pinpoint without the practice of Cervical Mucous charting and/or Basal Body Temperature recording. And possibly using a ovulation prediction kit.

There's not a time because there's no way to tell when she's going to ovulate or how long the sperm will live inside her body.
Let's say that you decide to have sex on Monday because it's not near the middle of her cycle and she doesn't believe she's ovulating. On Thursday, though, she does ovulate (though you and she don't know it). She CAN become pregnant on Thursday from the sex you had on Monday because sperm has been recorded as living as long as 7 days after an ejaculation. Most sperm will die off within 3-5 days but you can still become pregnant or get a woman pregnant from sex you had four days ago!
Coupled with that, the vast majority of all women don't know and really can't tell when they ovulate. Typically, a woman will only ovulate once during her cycle, usually 14-15 days after her period ended. But, some women have been documented as ovulating twice and A LOT of women don't fit the pattern. Some women ovulate right before their periods, during their periods, and after their periods (that's why they say you can still get pregnant during your period).
Women who try different methods to guage when they ovulate (calendar, temperature, cervical mucus) often get mixed signals and it's only good for sex that day. Again, let's say that a woman checks her calendar/temperature/cervical mucus on Monday and everything checks out just fine for her to have sex so she does. On Tuesday, everything is fine and she has sex. On Wednesday though, she thinks she may be ovulating and decides to abstain from sex. SHE CAN STILL GET PREGNANT from the sex she had on either Monday or Tuesday!!! Also, a cold, lack of sleep, or stress can cause her to miss or mix up some of the "signals" of ovulation. And, recent studies have confirmed that even if a woman only ovulates once during her cycle, her cervix and uterus can thin (send her false signals of ovulation) at multiple times during her cycle! So she really can't tell when she ovulates.
Even if you buy an ovuation monitor and use it everyday, it's only good for that day. You can still become pregnant from the sex you had three days ago even if you abstain on the day you ovulate!
To be safe, use birth control, spermicide, and condoms. Don't risk it unless you're ready to become a parent!

A WOMAN CAN GET PREGNANT AT ANY TIME DURING HER CYCLE.
There are times when it is more or less likely, but going by a woman's cycle is no way a safe method of anticonception!!
I got pregnant either on the last day, or witihin 2 days of my period with my second, and I know the exact date I got pregnant with my first and that was the day after my period - supposedly times when a woman "cannot" get pregnant!
I hope it all works out for you, just remember, every woman's cycle is different, making no "home" method foolproof!
Use condoms / pill!

There is no such thing as 100% safe time to not get preggers. There are cases(rare) of becoming pregnant during the menstrual cycle, so it is always best to use protection, if for no other reason than STD's.

When she isn't ovulating.
But be aware that ovulation generally occurs, but doesn't always occur, mid cycle. It can happen twice. And sperm can live for 5 days in the vagina.
Point being, there is no "safe" time.

I tried that after I had a child and i followed my period to the day , but I still got pregnant. Now SHE has a child : ) Use protection always...it is never safe!

There is no time that she can have unprotected sex without risk of pregnancy.
I have a baby from sex I had with my husband on my period. You can ovulate at any time, and sperm can live nearly a week in your body.
