Designing a website is a long and, for inexperienced users difficult process. There are many people that are willing to create websites for you, many companies that can do it. However, I'll walk you through how I do it with my tools (Macromedia Fireworks for images, Macromedia Dreamweaver for HTML, etc.)

1. Draw (yes, draw, on paper with a pencil) a basic site design. This will be a very basic, no colors, etc. version of your final website. This also includes creating a site structure (for an example, a project I am working on now has the homepage [index.htm], cast page [cast.htm], episodes [episodes.htm], etc.).
2. Create the basic template in your design program (like macromedia fireworks). This would include a sort of header, a set of links, a place for text, etc.
3. Then, export all of your pieces and parts (header, links, table). Depending on the program(s) that you use, you can just do a blank area to put your links in on the side, below the header, etc. Sometimes, text links look good with sites as well.
4. Create pages for each page (remember that the homepage should be index.htm - that makes the site host see what the homepage is). Add text, and you're done with that.
5. Now, you need a place to upload your site. Upload your pictures, htm files, etc. The host will give you a URL (like http://www.yahoo.com). There are several free hosts, like freewebs.com, prohosting.com, etc. They also offer pay packages that will allow you to get your own URL (instead of freewebs.com/yoursitenamehere, yoursitenamehere.com).

designing a website takes no artistic ability, but coding ability. Using html, and a website program, a little knowledge can help you make it look professional

You need artistic ability. It is like asking how to design a house. You can have all the tools but you need artistic ability to design one that looks great.

Many people use predesigned templates that are available.

remember designing a website involves several processes, some creative, others are technical.

If you don't understand the concept of domains, nameservers, hosting, HTML, CSS, image compression, FTP and others - you have a long way to go.

Try using drupal if you dont want to pay anything
and if you really want to do it properly use dreamweaver its kinda of expensive
