It depends. Lasik surgery helps some people. In general, if a person's eysight will correct to normal (20/20) then they can get a private pilot's license. But not military--the standards are more stringent.

But--a person whose eyesight can't be brought pretty close to normal won't be allowed a license--and certainly not someone who is legally bind (sigh).

It does not matter, if it is corrected by Lasik. Because it is then normal vision without use of external correction aids like glasses.
Please understand that it is more a physical inconvenience when you use external accesories and the risks if there is a displacement of the accessory which is the primary reason why it is deprecated.
